Institutions that are meant to protect society can sometimes contribute to misdeeds of the most sinister kind. The Dutroux case was characterised by deliberate police incompetence and behind-the-scenes murder of witnesses. In June , two eight-year-old friends, Julie Lejeune and Melissa Russo, walked to a bridge to wave at the traffic, a regular pastime of theirs. They never came home.

Stephens, former deputy White House counsel to President Reagan, is coordinating federal aspects of the inquiry but refused to discuss the investigation or grand jury actions. Stephen are listed among clients of the homosexual prostitution ring, according to the credit card records, and those persons have confirmed that the charges were theirs.
Spence, Washington socialite and international trade consultant, according to documents and interviews with operators and prostitutes who say they engaged in sexual activities with Mr. Spence who arranged the nocturnal tour of the Reagan White House. Repeated attempts to reach Mr. Spence by telephone, fax machine and personal visits to his home, were unsuccessful Before joining The Times, Mr. Tapscott worked for the Office of Personnel Management in the Reagan administration Daniel Graham, former head of the Defense Intelligence Agency.
He also was a top-level CIA officer] District police officials say that, to their knowledge, this is the first time the Secret Service has ever become involved in such a raid in this area. Initially, the Secret Service denied it was involved in the raid, but after a second raid of the 34th Place house on May 18, the agency acknowledged its involvement in the investigation Vinson said he believes a highly placed federal official, whom he would not name, is working to derail the investigation, but he would not elaborate.
Follow-up research by Senator John DeCamp showed how Craig Spence, the one who had arranged the midnight White House tour, was a business partner of Larry King, the central pimp in the Franklin affair. Spence did blackmail operations for the CIA. Spence died was awash in the small mysteries and ironies that had followed him - and that he had perpetuated - since he came to Washington in the late s, already an enigmatic figure with strange Asian connections and friends in high places.
Scrawled on the mirror was a note written to some unnamed "chief," which also contained an obscure phrase in Japanese, "Nisei Bei," which means second-generation American Spence told several friends that he knew "for a fact" that the call-boy operation was being investigated by the U. He told the friends the CIA used the service to compromise other federal intelligence officials and foreign diplomats. Spence claimed in the interview that he had worked for the CIA on numerous occasions and had been instrumental in a number of covert actions in Vietnam, Japan, Central America and the Middle East - a claim denied by the agency.
But how do they make me go away, when so many of them have been at my house, at my parties and at my side? Daniel O. John Glenn, Ohio Democrat, and Sen. Arnaud de Borchgrave, editor-in-chief of The Times, attended a party for Mr. Lilly hosted by Mr. Spence and military personnel whom the former lobbyist hired as bodyguards Spence, at which the elite of Washington and officials from Japan, China and elsewhere mingled, might have compromised U.
Citing news articles in the United States and Japan, Mrs. Bentley asked whether plans for the F jet had been transferred by Mr. Speaker, because I am frankly puzzled that these stories are out - in print both in Japan and in America -and there seems to be no official investigation into what to me are very grave charges," she said.
With a black felt-tip marker he had written, "Chief, consider this my resignation, effective immediately. Life is duty. God bless America. Casey and Mr. Spence were friends, and the former CIA director attended parties hosted by the former lobbyist Spence frequently alluded to deep mysteries. Henry M. Jackson [a neo-conservative godfather], D-Wash. Snow of Daytona Beach, Fla. They also described the use of electroshock therapy, and carbon, dioxide inhalations.
The nurses said sexual promiscuity was widespread both among the students and the school staff. Walsh of the subcommittee staff, produced a statement and a detailed "chronology" alleging that one student committed suicide with a gun that von Hilsheimer had permitted him to buy, and that another ex- student was beaten to death by members of a satanic cult led by a student still in the school It would take another ten years before reports about Satanic cults abusing children would become really mainstream in the US, and fifteen years before these reports reached the UK.
Although sexual abuse is medically proven in many of these case, the charges frequently crumble when preschoolers tell of drugging and assault in bloody occult ceremonies, says San Francisco police officer Sandi Gallant "Any district attorney will tell you going to court with a child under 5 is next to impossible, much less one blaming the devil.
That figure is up from , reported cases in In 75 percent of reported cases, abuse comes from within the family, Bond said Frank Fuster received several life sentences based largely on the testimony of his year-old wife, Iliana.
Children at the Fuster baby-sitting service could recite a satanic prayer allegedly learned there and told of daily molestation. Raymond Buckey, 29, and his mother, Peggy McMartin Buckey, 60, are being tried on molestation and conspiracy counts involving 14 children. Charges against five other defendants were dropped. They said they were taking the children to Mexico to start a school for brilliant children. They denied any blood relationship with the children and refused to answer other questions The other children were a 3 year-old girl and three boys, ages 6, 4 and 2, authorities said.
Medical exams showed one child had been sexually abused, Hunt said Friday. Adults are encouraged to join this group and one of the stipulators of joining this group is that they give up the rights of their children VanMeter requested assistance in identifying two adult males and six minor children ages 7 years to 2 years Houlihan and Ammerman were near a Blue Dodge van bearing Virginia license number XHW, the inside of which was later described as foul-smelling, filled with maps, books, letters, with a mattress situated to the rear of the van which appeared as if it were used as a bed, and the overall appearance of the van gave the impression that all eight persons were living in it.
The children were observed to be poorly dressed, bruised, dirty, and behaving like wild animals in a public park in Tallahassee With the information provided by the informant, Detective Bradley was able to match some of the children in Tallahassee with names of children known or alleged to be in the custody of the Finders.
Furthermore, Bradley was able to match the tentative ID of the adults with known members of the Finders. There were several subjects on the premises. Only one was deemed to be connected with the Finders. Cursory examination of the documents revealed detailed instructions for obtaining children for unspecified purposes.
The instructions included the impregnation of female members of the community known as the Finders, purchasing children, trading, and kidnapping. There were telex messages using MCI account numbers between a computer terminal believed to be located in the same room, and others located across the country and in foreign locations. One such telex specifically ordered the purchase of two children in Hong Kong to be arranged through a contact in the Chinese Embassy there.
Other documents identified interests in high-tech transfers to the United Kingdom, numerous properties under the control of the Finders, a keen interest in terrorism, explosives, and the evasion of law enforcement. I was again granted unlimited access to the premises. I was able to observe numerous documents which described explicit sexual conduct between the members of the community known as Finders.
I also saw a large collection of photographs of unidentified persons. Some of the photographs were nudes, believed to be of members of the Finders. I was only able to examine a very small amount of the photos at this time. However, one of the officers presented me with a photo album for my review.
The photos portrayed the execution, disembowelment, skinning and dismemberment of the goats at the hands of the children. The projects appearing to be operated for commercial purposes under front names for the Finders.
Not observed by me but related by an MPD officer were intelligence files on private families not related to the Finders. The process undertaken appears to be have been a systematic response to local newspaper advertisements for babysitters, tutors, etc. A member of the Finders would respond and gather as much information as possible about the habits, identity, occupation, etc.
The use to which this information was to be put is still unknown. There was also a large amount of data collected on various child care organizations. It also appeared that the organization had the capability to produce its own videos. There were what appeared to be training areas for children and what appeared to be an altar set up in a residential area of the warehouse. Many jars of urine and feces were located in this area Detective Bradley was not available.
The State Department in turn advised the MPD that all travel and use of the passports by the holders of the passports was within the law and no action would be taken. Nevertheless, the document matches the newspaper reports about the case perfectly. They were identified as Kristin Knauth, 26, a free-lance writer and editor; Carolyn Said, 28, a writer and editor; Pat Livingstone, 43, an office worker; Judy Evans, 31, a writer and editor, and Paula Arico, 33, a bookkeeper who says she is the mother of two of the children.
Walborsky [the attorney representing the mothers]: "They [the mothers] have nothing to hide. Cooperation would be the fastest way to get what they want — the kids released and the men in jail released. Amazingly, the mothers, who actually asked for the release of the men who so extremely neglected their children, were ultimately given back custody over their children. All of a sudden there was no evidence anymore of sexual abuse or pictures showing children performing blood rituals.
The two arrested men were only charged with "misdemeanor child abuse" for which they pleaded not guilty, while the press forgot to mention that the initial investigation had shown that the parents had voluntarily given up their children.
Finally, the press forgot to report the fact that the whole Finders affair had become a "CIA internal matter". None of the allegations was ever proved, however. The child abuse charges against the two men in Tallahassee were dropped; all six of the children were eventually returned to their mothers, though in the case of two, conditions were attached by a court. In Washington, D. Today, things appear to have changed yet again. It is also reviewing the investigation into the group to determine whether that probe was closed improperly.
